Estimate the probability that a randomly selected taxpayer's question will be answered incorrectly.?

The U.S. General Accounting Office tested the Internal Revenue Service for correctness of answers to taxpayers' questions. For 1733 trials, the IRS was correct 1107 times and wrong 626 times. Is it unusual for the IRS to provide a wrong answer to a taxpayer's question? Should it be unusual?
