What roles do the executive and legislative branches play in the Pennsylvania budgetary process?

In the Pennsylvania General embly [legislative branch], all spending bills must originate in the House of Representatives. Once the spending bill is ped by the House, and agreed to by the Senate, it is then "enrolled" and sent to the Governor [executive] for [a] signing, [b] allowing to go into law by page of time, or [c] vetoing.
