Who should I start Aaron Rodgers (vs. Baltimore) or Ben Roethlisberger (vs. Oakland) in week thirteen?

You start Rodgers for sure. Oakland has pretty good p defense and you know Pittsburgh will have a lead and run, run, run all day against the Raiders. I wouldn't be surprised if Mendenhall outscores the rest of the Pittsburgh Offense (fantasy-wise).
