What temperature is it OK to wear just a shirt out?

I'm going into Birmingham today, wearing leggings, skirt, boots, vest and long sleeved check shirt. Will I be warm enough? None of my jackets really go? Its about 16C in the city centre today, and getting there on the train from the countryside. Hmmm....
